OAB - Certifications - anyone have issues when trying to "deny" certification in Benefit Services Ce

We use certifications for life insurance in OAB and have plans that are suspended until EOI is either approved or denied.  The approval of the certifications works very well.  We date track to start date of coverage, 01-JAN-2012 and enter Received/Approved and save.  Now we have some EOI's which have been declined and we need the coverage to revert back to the "interim" coverage but I'm getting a strange error and when searched on Metalink, I get no hits, which is also odd.

APP-BEN-91453:  The coverage start date could not be determined. 

There are two lines for the Volutary Spouse Life but one is the "interim" and the other is designated as the "suspended".  WHen I attempt to deny coverage a note appears letting me know that required certification is denied and that this will result in the deletion of suspended enrollments and to please save.  WHen I save, I get error.  Anyone else encounter this?
