User remains logged in even after no activity and exceeding timeout limit

we have it set so that the user should be logged out after 25 minutes of inactivity. However, we have one user who is able to remain logged in continuosly without activity (for example logged in overnight) and it doesnt log him out, and he's able to go into agile in the morning and not have to re-log in. We would expect it to have logged him off due to the time out limit

has anyone else seen a similar issue?
