Workflow Condition Based on Modified by field on Lead record

Hi,

I am trying to build a workflow condition based on Modified By field on Lead record

Here's what I tried

Record Type : Lead

Trigget: Before Modifed Record Saved

Workflow Condition : [<Modifed By>] = "test.admin"

Action

Field Update

Field Name : Picked Custom Field on Lead record

Value:"Approved".

This is not working. Any help please ......
