Credit Card Authorization Failure and IBY_0002 Error

I have one Order which is booked but I am getting an error when I clicked PROCESS_PAYMENT Button on Oracle Order Standard Screen, So It gives me the error like Credit Card Authorization Failure and then go to HOLD, and this is the message alert also come which is Duplicate orderid (IBY_0002). So I don't know how to resolve this issue. We are using Oracle Apps R12.
