Why can delete purchase orders that were receptions and billed?

 Hi,
I have a problem with the EBS 12.1 Purchasing module. The EBS allows me to delete purchase orders that were invoiced and  receptions. This occasions and big accounting problem.

How I can do to make the EBS will not let me delete or modify purchase orders that wereinvoiced and reception?
