Interpreting vmstat / sar / iostat on solaris

We are having performance issues on one server that has 3 DB's . The TPS is less than 1.0 on each DB based on values from AWR reports ( 10204). I'm pasting the output from vmstat, sar and iostat. The CPU seems to be 80% idle. Is the problem related to disk I/O ? Please advise.
