Secure HR data in Test Environments

We are using Oracle 11.5.10.2. We would like to know how you secure HR data. Do you scramble or mask the data? How do you execute accurate testing of the secured HR data if it is masked or scrambled?

Please note, in our test environments IT has access to System Administrator so, anyone can give themselves access to an HR responsibility.
