deleted record reappear

My database version is 10.2.0.3 on solaris 10. The developer manager told me that some records he deleted over the weekend is reappearing in database. I believe he either uses TOAD or MS Access to delete the records through odbc link. My immediate thought is that the oracle database system was probably too busy to commit and those records got rolled back. What other reasons might cause the deleted records to reappear? Could it be the odbc link problem? Any suggestions and advice? Thanks.
