Agent Status Up, but Host is unavailable

I am using oracle enterprise manager 10g grid control version 10.2.0.5.0 on windows. 

I recently reinstalled the agent software (win32_grid_control_agent_download_10_2_0_4_0) and now I cannot get the host to display in the grid control.

its weird in that I can go to setup and agents and my agent for the hosts I am missing shows up.  i can drill down on the agent and the status of the agent is up, but the host displays unavailable.

I can even go to targets - databases and the databases for the host display with status of green arrow, but for some reason I cannot get the hosts to show up as a target.  I have bounced the agent service but it did not help.
