Changing souring in ASCP workbench

Hi Experts,

My client has 3 Manufacturing plants (US, France and China) with discrete MFG, PO, OM and ASCP (unconstraint ) implemented . The items are divided between standard ones and ATOs.

They are planning to manufacture in China some of the itmes ( both ATOs and Std) which are currently being manufactured in France. However the shipping org will continue to be France.

Now the issue is when we create an order in France and progress it ( for ATO) item, it is going to either create a work order or IR depending upon the SL/make by attribute. The users dont have a choice to select between the two.
