Can a local timezone be set in db

Hi,
Would like to know whether we can set the local time zone for database which has the data in GMT format?

And which of the following is a better practice?
 a Storing the date/time in the BRM database which is set to local  timezone
 b.Storing the date/time in the GMT timezone and then displaying the same in Client Applications in the local time zone.
