How to Modify and Delete a Launched Program that's stuck in "In Progress" Program Status

If you've inadvertently Launched a Program you were using for testing purposes, you've probably noticed that the Status has changed from "Planning" to "In Progress".  More notably, the "Delete" button is greyed-out on the Program Header.
Oracle Help will tell you, that to move the Program's status from "In Progress" to "Re-Planning", you simply need to modify the Program and save.  I find this a bit vague, as the fields I tried modifying didn't change the Program's Status (nor did they re-enable the Delete button).  Eventually I figured out the steps to move the Program's Status to "Re-Planning", so that you can later Delete or Re-Launch the Program:
