Renewed Contracts - via Online renewal method stuck in pending publication status

Contracts that are renewed via Online method are getting stuck in the Pending Publication Status - when I try to run QA check I get an error to run WBS with OKS Process Contracts which I do but with the same result.
 Furthermore, these renewed contracts are not generating notifications to salesrep or customer.

 Any help would be very much appreciated!!
