Are we actually using Real Time Apply?

Hi DBAs:
This is a four-instance RAC primary with a single instance physical standby. Oracle is 10.2.0.4 on AIX 5.3. I thought we were using Real Time Apply but now am not certain. We fell behind yesterday and the on call DBA was forced to ship logs to the standby manually. FRA space is tight; we must backup and delete logs frequently.
On the primary:
1. Average 225 logs/day 1024M each
2. Yesterday 448 logs
3. alert log reported ORA-16055: FAL request rejected and ORA-: connection lost contact
4. There is no firewall between the primary and standby LPARs
5. log_archive_dest_2=service=mdmp0_dr valid_for=(online_logfiles,primary_role) db_unique_name=mdmp0
