PO Output Communication

Hi All

    This is about PO Output Communication Program. When i submit the PO Ouput Communication program manually for an order which is in approved status and also PDF got generated but it is not initiating the workflow process. If i do it through PO summary-->Tools-->Communicate the workflow process is generating and able to see using SQL query. Please advise why it is not happening the same with the program.
