R42995 Canceling Stocking Type O and U

It appears that when the R42995 is run, that it cancels lines for orders, if stocking type is O or U.  I see in the MBF that there is logic to cancel if stocking type is O and line type constants are set a specific way.  Is this standard JDE processing, to cancel these lines, for these specific stocking types?  Is there a way to prevent it?
