Significance of Global and local mode

Hi,
I am new to FDM and learning the product behavior. As per my understanding the Global mode is used by FDM admin to set the category and Period which will be visible for the Normal FDM users whenever they login to FDM.
* Does that mean users should not upload actuals data in local mode?
* Why do we need Global mode for Budget data uploading, because in my test environment i was able to load Budget data in local mode(with FDM admin login) ?
* What is the significance of local mode to the Normal Users ?
Please help me understand this difference in Global and Local mode. Appreciate your replies.
