How to Proceed loading to base tables like PA_TRANSACTION_CONTROLS and PA_BILL_RATES

Hi,

I have checked with oracle support on API to insert into PA_TRANSACTION_CONTROLS and came to know that there is no API to do that and ER has been raised for the request,

Can anyone here please help me out of how to proceed on tables PA_TRANSACTION_CONTROLS and PA_BILL_RATES, we have huge data to be converted and using dataloader or webadi doesn't fit for our requirement.
