Application Query Security

Hi,
I am working on JD Edwards EnterpriseOne 9.0 TR 8.98.4.4. I was exploring the topic of Application Query Security. I followed the exact steps mentioned in Doc ID 1232653 on MOS. As per my understanding, the values of Application Query Security are stored in the table F98950 with User Overrides Type (UOTY) = PF.

I was able to apply security to applications like P01012, P04012, P4210, P4310 etc while for some applications like P0411, P03B2002 the Application Query Security could not be applied. I am able to see records for all the mentioned applications in F98950 with F98950.UOTY = PF respectively.

Can you please guide me in finding what could be the possible reason for Application Query Security not getting applied for the above mentioned applications?
