High wait for resmgr:cpu quantum and poor performance

Hi,
Saw a new wait event in my 11.2.0.2 (Linux x64) database.

resmgr:cpu quantum

And some users reported poor performance. This event was disturbing the DB for around 20 minutes.

I have searched but not found any patch for this. Any one know a workaround?
