Require a descriptive flexfield be filled if criteria met

Can you set up a descriptive flexfield that is required, but only if the 'natural' account is within a range of values?  We'd like to require a CER number be entered in a descriptive field if the natural account number is in the range used for fixed assets.  Is there a white paper that would help with this?
