How can you force ASCP to enforce supplier capacity constraints and plan substitute component item

I have BOM with PRIMARY_ITEM that Supplier A can only provide 200 a day at $0.25.  I created a SUBSTITUTE_ITEM for PRIMARY_ITEM that suppleir B can provide infinite amounts of but at cost of $0.50. 

My MDS for BOM item has 1000 for the day.  I would like to see 1 planned order for PRIMARY_ITEM with quantity of 200, and 1 planned order for SUBSTITUTE_ITEM with quantity of 800.  I have 20 of SUBSTITUTE_ITEM on hand.  I do not have any lead times set up.

I have tried CLASSIC Capacity plan as well as Constrained with Detailed Scheduling and without Detailed Scheduling.

Both my source and destination are on version 12.1.1.
