W2 Printing R07885 Tax ID on top of SSN

If I recall correctly, in years past the R07885 4 Part W2 output printed with the Tax ID and SSN side by side, which matched our forms quite well.  This year, the Tax ID is on top of the SSN.  Was this an intended change?  Or is my memory faulty, and the PDF never matched the forms?  Certainly, we can use RDA and move the fields, just want to make sure I'm not missing something.
