Upgrade from 11.5.10 to 12.1.3, Publish CSM, Yet users Sync and install as CSL

We have had nothing but issues with our upgrade and MFS.  Is there a good post install document that anyone has found?  We upgraded (this is our 4th upgrade instance) and now I am getting the sync to complete without errors, but it is loading the CSL (R11 version) instead of CSM (R12 version) product.  I have end dated the old responsibilities and run MMU (in update mode) prior to the Sync. 
Any ideas why this is happening?  I have 3 SRs open and it seems that nobody at Oracle knows anything about MFS.  It is getting frustrating!
