How to prevent this error from system "No item instance found at inventory location attribute"

Hello,

1) Every time I use to run IB error correction and synchronization program.

2) I use resubmit interface process.

Inventory transaction doesnot populate in IB.I found problem of getting item serial number  at teleservice Service request form.What preventive measure has to be taken?

3) Is Oracle Install Base Agent User has same problem of syncronization with sub invetory transaction?
