Adding Markups not allowed in ECR and DEV based workflows???

I am in the middle of an Agile implementation and find it surprising that Markups are not allowed to be added to affected items in the ECR and DEV based workflows.  As a discreet manufacturer, much of our documentation is graphical and it is near impossible to describe a geometry problem using textual information.  It is essential to be able to use Markups in these workflows, especially in the DEV workflows as Markups serve as the official documentation until the Deviation expires or an ECO is issued to modify the affected CAD files.
