Anyone using options and equipment to split one order into 2 shipments based on different options an

We were trying to have the ability to enter 2 lines on a sales order, that each require (by item group) set in the options and equipment preference  different options. The system is showing the correct option on the shipment but is not selecting the right carrier. In my example I entered one item that has the Frozen option and equipment and one item that has the heat option. I have only one carrier that has the option and equipment of frozen so it should be selected for the one item only. With single order consolidation on the sytem is
