Restricting commodities a receiver can receive?

I know there's a way to restrict a buyer's ability to purchase items of a specified category. (Eg a consumable buyer can only purchase items mastered with a consumable purchasing category)

Is there a similar way to restrict what a person with PO receiving abilities can receive? (Eg a receiver who is not HazMat certified cannot receive items categorized as being Hazardous?)
