Webform 11.1.2.1 - similar columns

We have a webform with Scenario, Period and Year in the columns.  The form uses 3 substitution variables for the year members.  In version 9.3 and 11.1.2.0, when I have 1 scenario, 1 period, 3 substitution variables with the same value of FY10, I only get one column.  The similar values of years are merged into one column.  However, when I moved the application to version 11.1.2.1, I ended up with 3 columns when the substitution values are the same, ie, the columns are not merged.  Is there some setting that I missed or is this a new bug?
