LOCAL=no processs

when what to check the process in the rac nodes it always shows the oraclePROD1 (LOCAL=NO) for may process
as per my understanding i think it is the unused session of the users and i have enabled the 
SQLNET.EXPIRE_TIME= 10 in the two rac nodes and still iam getting the same process as like LOCAL=NO so is there any other way to kill the local=no process in the database periodicity 
we are running the EBS 11i database if we manually kill all the local=no sessions is it going to effect the apps running how to decrease the local=no sessions
