Zone fails to mount /proc, boot fails

I have one zone that will not boot after a reboot of the global zone. It was working before the boot. When I try to manualy boot the system I get

zoneadm -z bzlog1 boot
zoneadm: zone 'bzlog1': mount of /proc failed: Bad address
zoneadm: zone 'bzlog1': unable to mount filesystems
zoneadm: zone 'bzlog1': call to zoneadmd failed

Other zones on this machine work fine. The one difference I find is that the /Zone/..root/dev directory is empty. These are all sparse zones. Is there a way to reconfigure the zone so that the devices are in the /dev directory. There is an issue with /proc not mounting if /dev/null is bad. These systems have no /dev/null.
