Windows 7 Installation

I am trying to install 11.1 grid control on Windows 7 laptop.  WLS and Database are installed. The software was downloaded successfully and extracted into a single location. DEP is turned off. Swap size is sufficient.  I have tried several different compatibility modes but cannot get past the ora-10133: Invalid staging area.  Hopeing someone here has been able to install on Windows 7 as it is certified for OMS.
