De-commissioning 11.0.3

As the business had shrunk the 11.0.3 usage has reduced too. I have custom schemas based on seeded ones like GL/XXGL, AR/XXAR, CS/XXCS, etc. and there are only couple of forms here and there. There is a big # of reports still being used. The budget don't allow to upgrade and also as not used much.What is the best way to extract the current data, forms, reports mostly custom and migrate that to a regular database. What tools can be used to make use of existing forms/reports.
Any help is greatly appreciated.
