Certain users unable ship confirm while others have no issues

I am seeing a few users that are unable to ship confirm while others have no issues with the process.  I am not aware of any configurations or setups that are different between these users.  Is there a configuration/setup that I can look at that would rohibit soe and not others from performing ship confirmation?
