Budgets for Years Not Defined in GL Calendar

This question is not for me but for a friend -- really!

In R12.1, let's suppose the GL calendar is defined only through year 2013.  And subquent years (2014 & beyond) are not defined way out into the future, because users have complained about such future periods (i.e. JAN-14) showing up in period LOVs.

Is there any way to create a GL budget in such a system for periods in year 2014 even though 2014 periods have not yet been defined in the GL calendar?

My friend seems to think that this functionality is called "perpetual budgeting".
