Not Importing Employee Candidates under Assignment Group using ADM

 Not  Importing Employee Candidates under Assignment Group using ADM.Other entities like Assignment Rules and group are imported in target environment.
I think the problem is due to Employee Id is different in both the environments.When we export it also export Employee Id which is created by Siebel itself while in target env. this employee already exist and having different Employee Id.So, because of this it will not able to associate Assignment Group with Employee.

Can u plz suggest some solution.
