rebuild index online and ddl_lock_timeout

Oracle 11.1.0.7 AIX 6.2

I just test the parameter ddl_lock_timeout with "move table" and "rebuild index" and I'm wondering that the parameter ddl_lock_timeout has no influence on "rebuild index online": the rebuild online wait until there is no lock on the table and this wait could be take a long  time. Is this a bug or a feature? Do you know how I can influence the time how long "rebuild index online" will wait to get the resource? Exisits any other parameter with wich I can to this?
