database refersh from production to Dev

Hi,

 I have few queries regarding the database refresh in Siebel.

  Sicne all the data in Siebel are only SIEBEL schema if we  export / import the SIEBEL schema ...Would that be fine? or we need to refresh entire database?

   If only SIEBEL schema export/import is suffice, Do I need to drop my existing SIEEBL schema? 

  What about SADMIN  user?  Will there be any issues with SADMIN user? how to resolve them.
