BI Publisher Desktop License question

Hi,

We are on R1213 and ahve been using old XMLP 5.6.3. I just have downloaded BI publisher desktop (11.1.1.3.0) and am wondering, if I can use it to create new or modify existing templates. Is this product licensed?
