First Nations reporting - Canadian payroll year end

We have First Nations people within our payroll system and CRA legislation dictates that they are tax exempt for Federal/Provincial taxes and CPP.  We enter the employees with 99999999.99 in their Federal and Provincial tax exemption fields in the employee master and mark them as CPP exempt.  When we run year end, box 14 should be blank for these employees and through special handling, we need to populate their gross earnings into box 71.  This is not happening and there does not seem to be any direction in the manual to indicate how we are to process these types of
