ORA-00059: maximum number of DB_FILES exceeded

We are encountereing ORA-00059 upon starting up database. We know that we need to increase the value of DB_FILES parameter but we could not connect using SQLPlus due to ORA-12528: TNS:listener: all appropriate instances are blocking new connections.
Is there any other way that we can edit this parameter without using sqlplus?
