Here are a couple of observations resulting from my trials and tribulations installing Siebel SIA 8.1.1.5 SWEApp on Windows 2008 Data Center Server. This is a Production Test environment that I have set up for our upgrade from Siebel SIA 7.8.2.14.
Initially, IIS 7 needs to be configured with both anonymous and Windows authentication. Use dotNet v2. I had no success getting things to work under dotNet v4. I found that the dotNet v3.5 feature was no help at all, so I removed it from the first web server and didn't install it all on the second. Install the IIS6 management tools.

Put the installers (8.1.1.0, 8.1.1.5, QF0501, QF0504 & QF0524) on a local disk and set the compatibility on each of the setup.exe files to Windows Server 2003 SP1. If you don't, the installer will fall over as soon as it starts. Setup Slipstream in the siebel.ini file of the 8.1.1.0 package. If you install the base, patchset and QFs separately, the install will fail and you'll have to uninstall and start again. Slipstream seems to leap over whatever problem causes the failure. At the conclusion of the installation, do not configure the product. When the ssincfgw.exe window pops up, choose
