How Does FA Profile Option: Include Non Recoverable Tax In Mass Addition Works

Hello!

We are using Oracle Applications : 12.1.3

I checked value for the FA: Include Nonrecoverable Tax in Mass Addition profile on "Yes" by site level.

After this, I created invoice with nonrecoverable tax line and ran "Mass Additions Create" program. Item line and its associated tax lines must be combined as one mass
addition line. But item line and associated Non Recoverable tax lines was inserted into mass addition interface table in Oracle Assets as separate Mass Addition lines

Could you be so fine to explain me, why this option does not work?
