Contact Center Behavior

In the Teleservice module (12.1) on the Contact Center form if the Customer data is already populated but not the Contact data the following occurs:

If you enter partial data into any Contact Name field (First or Last) and press "Create Contact" button the window opens that lists the existing contacts for the customer.  So it basically performs a search function and does not directly go to the Create Contact form.  If you leave the name fields blank and press Create Contact button then the Create Contact form opens.

Is this the intended functionality?
