Financial Plans: Quantity and Costs calculating on Revenue Event Resources

We have Financial Plans implemented in 12.0.6.  When clicking Apply after entering Revenue amounts, Quantity and Cost amounts appear on the Budget Line. 

Default Planning Schedule is set up (Resource Class where Rate = 1) and Revenue Accrual Method = Work and Revenue Derivation Method is either Work or Event (happens with either).

Has anyone seen this before and what's the resolution?  Have logged an SR but would like a speedier turnaround on this.
