Attachments to Journal Entries - How to Prevent Deletions

When our GL user attaches a file to a Journal, we are instructing that user to publish the attachment to the Document Catalog so that it cannot be changed.

But any other GL user who opens that Journal can delete the attachment (i.e. Seq 10) from the Journal, removing it from the journal but not from the Document Catalog.

Is there any standard functionality to prevent the deletion of an attachment on a journal, especially after it has been added to the document catalog?

If NO, then is a Forms Personalization an option?  Has anyone created a Forms Personalization to prevent the deletion of an Attachments record, perhaps if the current user is not the user who created the attachment record?
