Ordering of Topics on a Microsite

in CRM On Demand - Supplemental Applications (MOSC)
I have created a microsite with 4 topics associated and rendered on the left hand-side.  I cannot figure out how to get the topics to order in the manner that I desire.  It is not by a program value associated, created date, order associated,,,.  This is important.  The recommendation seem to be for offers on the Topic page.  This is driving me crazy and Support has not be helpful.
