Installing BI Publisher Desktop on Citrix - MS TS configured server

We installed BIP successfully onto a Windows x64 server (same OS) that has not been configured with MS Terminal Services Server (let alone Citrix which is another TS Tier that leverages MS Terminal Services).

If we attempt to install BIP on a MS TS configured server, we get the following error message after running the install (BIPublisherDesktop.exe), click next for English and next, then the error;
The error message Please make sure that Windows Installer Version 2.0 or greater is installed.

Our Citrix servers are configured with:
64 bit build
v Server OS: Windows Server 2003 Ent x64 R2
v Citrix: XenApp 5
