Siebel Upgrade on zOS

Hi,
We have started Siebel Upgrade on zOS DB28 and we are using the Siebel Recommended methodology of having Staging and Target Subsystem.

I am at the completion of Pause#0 "Creating Staging Database"

I am following the upgrade guide and I am confused as next steps it mentions to do is "Performing the Siebel Repository Merge" and also does not mention whether we should do it against the Staging database or Target Database.

Further, I am unsure whether the above step "Performing the Siebel Repository Merge" should be performed after we complete the steps for Pause #1, Pause#2

Really appreciate if anyone has comments on it
