Deferred transactions when adding attachments in Oracle MFS Laptop

I have an SR open on this issue but thought I would post here as I think this issue is due to a missing configuration or setup.

I am currently unable to successfully sync an attachment created on Oracle MFS Laptop to the service request in Forms. I can add the attachment in Oracle MFS We are using V11.5.10. Everytime I add an attachment and sync I see a deferred transaction that states: CSL LOBS Row deferred because it was left unprocessed.

We have CSM: Maximum Attachment Size set to 1 at the site level in the instance, and I can successfully sync the same attachment in the same instance using Oracle MFS PDA.
